Jay Smith is an institutional blockchain architect, author, and strategic advisor specializing in digital-asset governance, distributed authority, and the governed use of artificial intelligence within institutional systems.

He is the Founder and Strategic Advisor of CERTEN, a governance infrastructure protocol that enables institutions to maintain control over transaction authority, compliance obligations, and approval processes across blockchain networks. He also chairs the Accumulate Governance Committee and has played a central role in advancing Accumulate’s identity- and authority-based architecture.

Throughout his career, Jay has led the design and development of financial infrastructure for leading institutions worldwide. His experience spans enterprise payments, capital markets, digital assets, decentralized infrastructure, and tokenization. After working on Citi’s payment infrastructure, he joined the blockchain company Factom and shifted his focus toward systems that bring institutional governance and decentralized technology together.

Jay is the author of Provable Institutional Control for Tokenized Finance and publisher of The Distributed Future. His current research explores how institutions can draw upon specialized blockchain and AI services while preserving authority, accountability, and regulatory control.
